Payments In-Lieu of Taxes (PILOT) Committee Meeting Minutes

This was the initial meeting of the Payment In-Lieu of Taxes Committee.

 

After some brief introductions by all of the Committee members, the first order of business was to elect a Chairman and Vice Chairman of the Committee.

 

Paul Levenson was nominated to be the Committee Chairman. That nomination was seconded and Paul was unanimously elected as the Chairman. Jim Kane was nominated as the Vice Chairman. That nomination was seconded and Jim was unanimously elected as Vice Chairman.

 

The ChairmanÕs responsibilities will include but not be limited to the following:

-       Establishing a meeting schedule

-       Creating an agenda for each meeting

-       Sending meeting notices to team members.

-       Coordinating the Final Report of the Committee

 

The Vice-ChairmanÕs responsibilities will include but not be limited to the following:

-       Keeping Committee Meeting minutes and forwarding drafts to Committee members for review and comments.

-       Assuming ChairmanÕs responsibilities during periods the Chairman is unavailable.

 

The Chairman and Vice-Chairman agreed that they would work as partners on this Committee.

 

Bonnie Phaneuf stated that a meeting is defined as whenever a quorum of the Committee (3 or more members in this case) meet to discuss anything related to the CommitteeÕs activities (goals, results, conclusions/recommendations, etc.).

PILOT Committee meetings are public meetings. Notice of any meetings must be provided to the public in advance of any meetings and held at a location accessible to the public.

-       The Committee members agreed that the PILOT Committee meetings will normally be held at the Town Hall at 10:00 AM .

-       The Committee Chairman will send a list of potential meeting dates and times to the Committee members and establish a meeting schedule.

-       A public notice will be made in advance of each meeting.     

 

It was discussed that any reports or e-mails between any of the Committee Members relative to any Committee activities are also public. It was recommended that all Committee members should be copied on e-mail communiquˇs between any Committee members, and that there will be no deliberations between Committee members via e-mail.

 

The following materials were provided to each Committee member:

-       2006 P.I.L.O.T Working Group Report.

-       Letters from Fay School to the Town of Southborough, dated February 13, 2006 and March 7, 2006, in response to the Working Group Report – containing a detailed description of payments, contributions and other services/benefits Fay provides to the Town.

-       Letter from St. MarkÕs School to the Town of Southborough, dated February 24, 2006, in response to the Working Group Report – containing a detailed description of payments, contributions and other services/benefits St. MarkÕs provides to the Town.

-       Letter from the Chinese Gospel Church of MA to the Town of Southborough, dated December 20, 2005 containing a summary of taxes the Church provides to the Town.

-       Letters from the LÕAbrai Fellowship in Southborough to the Town of Southborough, dated November 16, 2005 and March 8, 2006, in response to the Working Group Report - containing a description of PILOT payments the Fellowship provides to the Town.

-       A summary of PILOT payments made by tax-exempt entities to the Town of Southborough for each of the fiscal years 2005 – 2009.

-       A summary of taxable Southborough property purchased by tax-exempt entities since 1/1 2000 along with the F/Y 2009 estimated taxes foregone.

-       An e-mail from Jane Kitchen, dated September 4, 2009, containing some information on the status of PILOT legislation in MA (H3968A).

 

Paul Cibelli provided the following additional PILOT information:

 

St. MarkÕs School

1) $10,000/yr for 10 yrs towards the purchase of a new Fire Ladder Truck.

 

Fay School

1)    $10,000/yr for 10 yrs towards the purchase of a new Fire Ladder Truck.

2)    $10,000/yr for 10 yrs towards public safety (fire/police) building development.

 

NE Center For Children

1) $12,000/yr for 10 yrs towards the purchase of a new Fire Ladder Truck.

 

The Committee agreed that Paul Levenson and Jim Kane should review all of the materials prior to the next Committee Meeting. During the next meeting, any questions regarding the prior Report, etc. can be addressed. In addition, the specific goals of the Committee and roles and responsibilities of each Committee member should be discussed. Due to the current workload of some of the Committee members, it was agreed that the next meeting would not take place prior to the first week in October.
