Board of Health Meeting Minutes

 

The meeting convened at 1:08 PM. Present were Dr. Stone, Ms. Traini and, Public Health Director Paul C. Pisinski.

The minutes of the December 23, 2003 were approved as written.

Vouchers totaling $1,152.89 were approved for payment from the Board of Health Budget. The Board thoroughly reviewed and attached backup information regarding reimbursement to Paul C. Pisinski for past months’ travel expense shortages.
SDS Betterment Loan 2001-04 – Steven M. & Cathy G. Lee - 254 Parkerville Rd. out of pocket expenses –complete replacement of SDS- $750.00 was approved for payment.

Dr., Stone signed the Betterment Loan documents for 4 Upland Rd. His signature was notarized.
Members were briefed on the agenda and any scheduled appointments.

DISCUSSION
Onyx Environmental Services – Steven Garcia
Mr. Steven Garcia of Onyx Environmental arrived at 1:30 to explain Household Hazardous Waste Collections. He passed out a recapitulated summary (copy attached to these minutes, which are on file at the Board of Health) of
Volumes of Household Hazardous Waste products which had been collected at the annual half day event in 2001, 2002, and 2003. He explained what product constitutes the “incineration” category. These are mainly pesticides, herbicides, bleaches, acids, etc. All these products stay in their original containers. They are shipped to St. Louis where they are incinerated.
Under “aerosols”, which are also incinerated, are spray paints, bug sprays, and anything in an aerosol container.
“Paints” include all non-latex based paints, paint thinners, mineral spirits, solvents, etc. and these are recycled with other fuels (this is called “fuel blending”) and are sent to cement production plants for use in their fuel burning bins.
“Mercury items” such as switches, thermostats and other mercury containing products are dismantled and sold to mercury recyclers.
Mr. Garcia explained the organizational structure of his company and the function of waste and hazardous waste in particular. He also expressed some of his opinions about some of the “other” products that sometimes show up at the Southborough Hazardous Waste Day such as fertilizer, and lawn seed, etc.
Dr. Stone asked him to talk about what other towns might be doing, especially any that might allow collection of some waste on a more continuing basis. Mr. Garcia suggested the Board might wish to talk to Don Cusson, who works at the Marlboro Fire Department. He has something to do with collecting waste oil, and maybe a few other products at either the Marlboro East Sewer Treatment Plant or the East side Route 20 Fire Station. Ms. Traini suggested that Mr. Pisinski get in touch with Mr. Cusson and see if we can arrange a visit to see his “operation”.

New Percolation Rate – 31 to 60 minutes per inch Members reviewed the Draft of the Southborough Regulations regarding percolation rates from 31 to 60 minutes per inch. Members asked to have the Drafts dated to avoid confusion over which version is before them for review and/or approval. Typos were found and will be corrected by the secretary. Mr. Pisinski is to call D.E.P. regarding the Boards desire to allow no variances in soils with percolation rates for 31 to 60 minutes per inch. A copy of the proposed regulations will be sent to engineering companies who regularly work in Southborough. Notice of the public hearing will be placed on the Town’s Cable T.V. The Hearing is scheduled to take place at 2:00 PM on January 27, 2004 in the Thomas McAuliffe Hearing Room.
Region 4-A Public Health Coalition (emergency preparedness and bioterroism) – Invitation for Dr. Louis Fazen to be the Southborough Board of Health representative
Dr. Stone indicated he received an e-mail acknowledgement response from Dr. Fazen accepting his designation as the Board’s representative to the Region 4-A Bioterrorism Preparedness Coalition. There were a few other concerns mentioned in Dr. Fazen’s letter, which Dr. Stone said he will need to clarify, particularly Dr. Fazen’s ability to fulfill his commitment to head up his study of preparedness for bioterrorism, rather than rely on Mr. Pisinski for attendance at meetings since his input at district meetings is of paramount importance.
Scheduled Events Red Cross Blood Drive – Friday February 13, 2004 @ Fire Station
Ms. Traini asked if the Red Cross had sent any of their literature, sign-up sheets, or flyers for the scheduled blood drive. Mr. Pisinski stated that he had not seen any yet.
Budget
Ms. Traini asked how the Budget Summit session went on Saturday, January 10, 2004. Mr. Pisinski explained that attending the summit for the Board of Health was Board Dr., Dr. Timothy P. Stone, Member Dr. Fazen and Public Health Director Paul C. Pisinski. Mr. Pisinski told the Board that he passed out his one-page printed summary of the essence of the Board of Health proposed FY05 budget and he indicated only two types of questions were raised by members of the Advisory committee and Board of Selectmen, namely, the $4,000 for purchase of extra FLU vaccine and the $10,000 line item for the Household Hazardous Waste Collection Day. He indicated several questions were raised by a few Advisory committee members concerning ways to both increase collection time to more than once per year and also ways to cut costs. Question s were raised about the D.P.W. taking on collection of some hazardous waste products at the transfer/recycling area and what was involved, as well as looking into transferring the budget line item into the D.P.W. Transfer Station Budget with assistance of the Board of Health. Ms. Traini suggested several hundred copies of the Director’s one page “bullet” FY2005 Budget Summary be printed as a Town Meeting handout.
Old Business
Violation of Southborough Board of Health Tobacco Control Regulations – Vending Machine Mr. Pisinski advised that the $100.00 fine for the vending machine violation has been paid. He explained that he has inspected the site and found that as well as paying the fine the owner is now in compliance with the Southborough regulations.
Possible regulation for “Keeping Captive/Exotic Wildlife” Dr. Stone submitted a draft letter to be sent to the Board of Selectmen concerning exotic pets, responsibilities for keeping these pets, and responsibilities for public safety. Ms. Traini suggested adding Animal Control to a sentence in the letter. A copy of this letter is attached.
