STREET
NAMES
The Board of Health fully realize the role and prerogative
of the Planning Board to decide on the name of streets
and the input of public safety officials to “weigh-in”
on the clarity of street names and pronunciations.
The Board of Health will never interfere with the
prerogatives of another Board or Commission. However,
in the interest of the Southborough taxpayer we would
like to make the Planning Board aware of some of our
concerns when a street name is being considered for
a change.
The Board of Health has numerous files, (both hard
files and computer) log books, permits, licenses,
etc., which bear the name of a street once that name
has been chosen and a Definitive Subdivision Plan
has been filed and approved. To change the street
name, especially after the Board of Health has begun
to issue permits and licenses and particularly after
inspections have taken place, places a tremendous
and costly burden to this office.
HOUSE
NUMBERS
To a more or less significant degree, changes to street
numbers also entail a great amount of clerical adjustments.
On numerous occasions, the Board of Health staff was
made aware of street number changes after the Agent
inspected the wrong house.
The Board of Health is fully aware of the importance
of public safety and emergency personnel in locating
a dwelling. Their input should be paramount. And again,
we would like to make everyone aware that the Board
of Health is not concerned with the initial establishment
of house numbers or legitimate changes to the house
numbers. Our concern is with whimsical changes to
house numbers initiated by homeowners.
Therefore, due to the clerical work involved and ultimately
the cost to the taxpayers of Southborough, the Board
of Health has adopted the following policy and changes
to its fee schedule:
Road, street, lane, and way name changes not initiated
by a public official, Board, or Commission will be
charged an initial fee of $500 plus an additional
fee of $50 for each lot proposed.
Street number changes not initiated by a public official,
Board, or Commission will be charged $100 per street
number change.
The adoption of this fee schedule is retroactive for
all street names as of September 1, 1999 and for house
number changes to take effect November 23, 1999.

Construction: Applicant must use "Address
Confirmation Form for New Construction" to
verify street address, and map and parcel number before
submitting an Application for a Subsurface
Sewage Disposal Construction Permit. |
