MEETING MINUTES

JULY 6, 2005

MCAULIFFE HEARING ROOM

 

Present:  William Christensen, Chairman; Roger Challen, Bonnie Phaneuf, Janice Conlin, Town Administrator, Brian Ballantine, Finance Director. 

 

Special Counsel:  The Conservation Commission has requested permission to expend additional monies on special counsel.  $5,000 has been allocated and spent to date which has been funded from Conservation Commission accounts.  There was a motion to appoint Atty. Michael Fee as special counsel to the Conservation Commission with approval to expend up to $9,500 from their own budget.  The motion was approved unanimously. 

 

At 6:10 p.m., the Board voted by roll call vote to enter Executive Session.  Phaneuf, aye; Christensen, aye, Challen, aye.  At 7:10 p.m., the Board re-entered open session.

 

Animal Control:  The Board met with Mr. Leslie Boardman to discuss his proposal to provider animal control services.   Mr. Boardman told the Board he loves animals, has additional help when needed and sees this job as a challenge.  He agreed to answer calls as they come in and keep contact with the Town Clerk’s Office and the Police Department.  He believes the hearing process is for extreme cases and hopes to resolve all issues before that stage.  He will carry an ID but will not wear a uniform and will use his own vehicle.  The Board would like a progress report from Mr. Boardman in six months.  There was a motion to:

·          award a contract for $24,500

·          appoint Les Boardman as Animal Control Officer & Animal Inspector for a term to expire on June 30, 2006

·          appoint Les Boardman as a Special Police Officer for a term to expire June 30, 2006

 

The Board approved this motion unanimously.

 

Regular Business

The Board awarded a contract to SEA Engineering for $20,000 to complete an analysis of the Fire Station tight tank system. 

 

Mail Received

The Board received a resignation from Police Officer Charles Keller who plans to retire on August 9, 2005.

 

The Board also received a resignation from Mark Spartz who has been serving on the Advisory Committee.

 

The meeting adjourned at 8:25 p.m.
