MEETING MINUTES

MARCH 28, 2006

MCAULIFFE MEETING ROOM

Present: William Christensen, Chairman; Roger Challen, Bonnie Phaneuf, Janice Conlin, Town Administrator.

 

The Board returned from Executive Session and entered Open Session at 7:08 p.m.

 

Recycling Committee & Karen Galligan, Acting DPW Superintendent:

·         2006-2007 Transfer Station Rules and Regulations.  Ms Galligan presented the Board with a copy of the Rules and Regulations.  After some discussion with the Board and members of the Recycling Committee, the Board unanimously voted to accept the Transfer Station Rules and Regulations as presented.

·         DARP signature.  Mr. Christensen signed the contract.

 

ATM Article 17: Proposed new water tower on Tara Road.  Ms. Galligan explained the need for a new water tank and the reason that it is being placed at the Tara Road site.  Several residents expressed their concern as to the security of the site, the impact on property values and the results if there were to be a catastrophic event at the site.  The Selectmen suggested Ms. Galligan make available information on other sites that were considered.  There will be some tree trimming on the property which will be replaced afterwards.  Some residents questioned what the level of physical danger if there were a catastrophic event which led to a discussion of security concerns.  Mrs. Phaneuf would like to see sites of potential water tanks marked on the maps managed by the Board of Assessors.  Ms. Galligan closed by stating the project will take approximately 5 months. 

 

Regular Business

 

Vanessa Hale, Assistant Town Administrator, presented the Board with the resumes of the three finalists for the Town Administrator position.  They are: Jean E. Kitchen of Holden, MA – current Administrative Officer in Groton, MA, Stephen S. Rollins of Framingham, MA – current Town Administrator of Hanover, MA and Patricia A. Vinchesi of Conway, MA – current Town Administrator of South Hadley, MA.  The Board will interview the three finalists at the April 25, 2006 meeting.
